Agreement between Vietnam - Turkey on mutual abolition of visas

AGREEMENT
BETWEEN
THE GOVERNMENT OF THE SOCIALIST REPUBLIC OF VIETNAM
AND
THE GOVERNMENT OF THE REPUBLIC OF TURKEY
ON
 MUTUAL ABOLITION OF VISAS
FOR HOLDERS OF DIPLOMATIC, OFFICIAL, SERVICE AND SPECIAL PASSPORTS

 The Government of the Socialist Republic of Vietnam and the Government of the Republic of Turkey (hereinafter referred to as "Contracting Parties");

 Desiring to further promote friendly relations and cooperation between the two countries;

 Aiming at facilitating travel of citizens of both countries holding diplomatic, official, service and special passports;

 Have agreed as follows:

ARTICLE 1

The present Agreement is applicable to valid diplomatic and official passports of the Socialist Republic of Vietnam and valid diplomatic, service and special passports of the Republic of Turkey.

ARTICLE 2

 1. Citizens of either Contracting Party holding valid passports specified in Article 1 shall be exempted from visa requirements for entry into, exit from and stay in the territory of the other Contracting Party for a period not exceeding ninety (90) days.
 
 2. Upon request in writing from the diplomatic mission or consular post of either Contracting Party, the other Contracting Party may extend the duration of stay for the persons referred to in paragraph 1 of this Article.

ARTICLE 3

 1. Citizens of either Contracting Party, who are members of the diplomatic mission or a consular post in the territory of the other Contracting Party, as well as members of their families, holding valid passports specified in Article 1, shall be exempted from visa requirements for entry into, exit from and stay in the territory of the other Contracting Party for the period of their assignments.

2. The provisions of paragraph 1 of this Article shall apply also to citizens of either Contracting Party who are assigned as members of international organisations located in the territory of the other Contracting Party and to members of their families, holding valid passports specified in Article 1.  
 
3. Within ninety (90) days from the date of entry, the persons referred to in paragraphs 1 and 2 of this Article should complete necessary procedures for registration of stay at the competent authorities of the host country.
 
ARTICLE 4

 1. The Contracting Parties shall exchange specimens of their passports specified in Article 1 through diplomatic channels.

 2. If either Contracting Party modifies its passports, specified in Article 1, it shall transmit to the other Contracting Party specimens of new passports at least thirty (30) days before circulation.

ARTICLE 5

 Citizens of either Contracting Party holding valid passports specified in Article 1 shall enter and exit the territory of the other Contracting Party through border gates designated for international travellers.

ARTICLE 6

 This Agreement shall not release citizens of either Contracting Party holding valid passports specified in Article 1 from the obligation to observe the laws and regulations in force in the territory of the other Contracting Party.

ARTICLE 7

 This Agreement does not restrict the right of either Contracting Party to deny entry or to shorten the duration of stay of any citizen of the other Contracting Party holding valid passports specified in Article 1, who are considered undesirable.

ARTICLE 8

 Either Contracting Party may suspend the application of this Agreement wholly or partially for reasons of public order, public security or public health. Such a suspension or termination of the suspension shall be notified immediately to the other Contracting Party through diplomatic channels.

ARTICLE 9

 This Agreement may be amended or supplemented by mutual consent of the Contracting Parties through exchange of diplomatic notes.

ARTICLE 10

 1. This Agreement shall enter into force on the thirtieth (30th) day following the date of receipt of last notification by which the Contracting Parties communicate to each other that their respective internal procedures for the entry into force of the Agreement have been fulfilled.

2. The Agreement between the Government of the Socialist Republic of Vietnam and the Government of the Republic of Turkey on Visa Exemption, signed on June 11th, 1998, shall be terminated upon the entry into force of this Agreement,
 
 3. This Agreement is concluded for an indefinite period and shall remain in force until the ninetieth (90th) day after the date on which either Contracting Party notifies the other Contracting Party of its intention to terminate the Agreement through diplomatic channels.

In witness thereof the undersigned being duly authorized by their respective Governments have signed this Agreement.

 Done at Hanoi, on January 26th, 2007, in two copies in Vietnamese, Turkish and English, all texts being equally authentic. In case of divergences in interpretation, the English text shall prevail.
